Return an impact table: rule ID, artifact ID and exact section, existing wording, proposed replacement or edit instruction, source, owner role, severity, dependency, status. Flag absent inventory items that may need checking without claiming they exist.

Include material that contains retained exceptions, even if the main change is only a deadline. Check draft/approved status, old templates, cross-links, forms, translated counterparts and screenshots if supplied. Do not describe unseen assets. If a file cannot be inspected, mark NOT CHECKED.
